The first few messages you send will need to be approved, but this is a one-time thing. There are no payment issues and no approvals needed for payments. Once you've added the prepaid value, you can start sending.

Both of these services are affordable, with a message within Germany costing about 0.07 euros. Pricing information is available on both platforms.
